Abolish the PLCB Q & A

To celebrate somewhat of a small milestone - my 50th story posted here I've decided to open up the blog to hear what you want. I've been writing about and answering the questions that I get from my reading, tips or tidbits of info from unhappy PLCB employees, inspiration from UFCW officials (and some not so official), and the regular citizens like you. These are things that I wanted answered or at least thought about but now it is your turn fellow privateers (or even the other side -- the Control Freaks and the prohibitionists) to ask me something about the PLCB you want answered. I can't say I'll have the answer you want or even an answer but I'll try.

Want to know how many stores are open? I'll go into the whole spiel about how many stores the PLCB says it has vs. how many are actually open vs. how many can citizens go to and not just licensees. Want to know how many stores turn a profit?  It is far less that you would think. Got a favorite bottle you want a better price on I'll compare PA to what I find.

I'm very interested to know how many are profitable and the locations. I always assume the ones in Erie are very profitable with no real competition on either OH or NY boarders.

That is a good question and I could have given a better answer last Friday before the news story came out in the Trib which did report some changes. What I can go by is the report that said when all cost factors are applied to the individual stores less than 20% would be profitable. However, I don't know of any available info that lists where those hundreds of non-profitable stores are nor do I have anything that shows if the number has changed to any real extent in the past 2 years. The PLCB itself does not publish store profitability with all operating costs factored in, just store operating costs. That info can be fount in the Annual reports.

It is difficult to actually determine what stores are not profitable. Staffing is a major expense and if the PLCB wants to make a store look good they will assign the part-time and seasonal employees expenses to the district level and not the store level. It is all in how the represent the numbers.

It might also be good to explore the union contracts to really see what the terms and conditions are and how vastly different they are from the private sector.

I must say the actual highest volume stores aren't the stores that I thought would have the highest volume...

When I go to private liqour stores and get a pint of brandy most will give you a cupp with ice. In Philly they look at you like you are crazy. Why?

I'd love to say because the state store system pretty much sucks but that would be going way over the top. I've never even heard of that let alone seen it. What border states does this happen in? I've lived in all of them except West Virginia and Delaware.

Hey Geno, thanks for the link. i find it quite telling that on page 31 under top ten items, bourbon, five of them AREN'T EVEN BOURBON!!!!
